JOB OBJECTIVE: I am interested in pursuing both private-sector and public / government / regulatory / NGO assignments, preferably connected with coastal resource management, coastal engineering, shore protection and erosion in general (land or water), climate change and sea level rise.  I am willing and eager to travel, to teach my skills, and work with foreign cultures as necessary for the assignment.  I am most interested in full-time permanent Federal employment, but I am willing to consider part-time work, relocation, and jobs that require flexibilities in schedule or duties.

JOB EXPERIENCE:

Feb. 2008 to presentPeace Corps Volunteer
As a Peace Corps Volunteer, lived & worked in Tepic, Nayarit, Mexico for SEMARNAT, the Mexican equivalent of the Environmental Protection Agency. 

Researched and proposed alternatives for erosion protection and tidal electricity generation at a National Protected Area known as the "Marismas Nacionales". Monitored mangrove health and coverage by means of field visits and satellite photos (using software: Multi-Spec, IDRISI, ER-Mapper, and others) and prepared reports and exhibits. Investigated water quality modelling of the Marismas including comparison of EPA vs. USACE water quality models. Held classes to teach my Mexican co-workers how to use software such as AutoCAD and Multi-Spec, and topics in coastal protection.

Oct. 2007 to Jan. 2008: Associate Document Reviewer at Miller Brown Dannis Attorneys, San Francisco, CA.  During a medical hiatus from the Peace Corps, worked on a temporary contract basis for a law firm specializing in construction disputes for public school buildings. Reviewed plans, specifications, and technical reports, as well as witness depositions & exhibits, for relevance to legal issues. Oct. 2005 to April 2007Peace Corps Volunteer
As a Peace Corps Volunteer, lived & worked in Saltillo, Coahuila, Mexico for COMIMSA, a Mexican quasi-governmental agency, in their Environmental Engineering department. 

Researched new methods for soil remediation and wastewater treatment. Adapted those methods to Mexican sites and used AutoCAD 2002 to create proposals. Created construction drawings and other graphics for an environmental audit of a PEMEX refining plant, including on-site inspection. Assisted in writing technical reports (in Spanish) for numerous environmental engineering and industrial risk assessment projects. Taught English to co-workers both in formal classes and casually.

Mar. 2000 - Oct. 2003: Coastal Engineer at Moffatt & Nichol Engineers, San Diego, CA. Performed drafting, numerical modeling, cost estimating, data analysis and data presentation for a variety of engineering projects.

Projects include dredging, environmental mitigation, and new wharf construction for Pier 700 at Coronado Naval Base; Encinitas Shore Protection for Highway 101; dredging and marina studies for Big Bear Lake; utility relocation & beautification projects for downtown San Diego and Encinitas, and others.

Feb. 1999 to Present: Freelancing as an Engineering Technician for several firms in the San Diego area, including brief stints at Helix Environmental and Racal-Pelagos (ocean surveyors).

Mar. 1998 – Feb. 1999: Staff Engineer at Moffatt & Nichol Engineers, Long Beach, CA. Performed drafting, numerical modeling, data analysis and data presentation for a variety of coastal engineering projects.

Projects include Encinitas Shore Protection for Highway 101, Bolsa Chica Wetland Reclamation, Hellman Ranch Wetland Reclamation, Seal Beach Nourishment Study, Carlsbad Beach Fill, and L.A. River Sedimentation Study.

1997 - 1998: Chief Engineer at Submersible Computer Systems, Inc., Montecito CA. As part-owner of a startup computer company, designed cases for waterproof and automobile-mounted mobile computers using AutoCAD Lite 95. Participated in design process from concept through plans and procurement to assembly of prototypes. Assisted in general company management including accounting and client contacts, and demonstrations at trade shows.

1994 - 1997: Civil Engineer at Moffatt & Nichol Engineers, San Francisco, CA. (Duties differed from Long Beach assignment) Designed, drafted, researched, and performed project management duties for a variety of coastal engineering projects.

Major involvement and project management for drainage design and coastal erosion studies for the Pebble Beach Golf Course; also participation in projects including Alameda Ferry Terminal revetment, Pier Half (San Francisco) Ferry Terminal renovation, Aptos sewer main rehabilitation, and Coronado Naval Base (San Diego) scuba-diving inspection of port facilities.

1992 - 1994: Research Assistant for MMTC-OBD (Marine Minerals Technology Center - Ocean Basins Division), Honolulu, Hawaii.

While attending the Masters' program at UH, handled a variety of tasks including design, construction, use, and upkeep of two deep-ocean dredges. (Used these dredges during a 2-week research cruise to Johnston Atoll, dredging for cobalt crusts in 2000 m of water.) Operated "Vibracore" sand drill. Also acquired expertise in underwater video, generating technical reports and technical drawings.

1989 - 1992: Assistant Engineer at A. L. Bliss Civil Engineering, Inc., Palo Alto, California. Executed a great variety of tasks for public and private sector clients, including drawing construction plans and legal exhibits,writing engineering cost estimates and specifications, writing property descriptions, preparing hydraulic and hydrologic studies, designing roads, driveways, concrete slabs, fire protection, water, storm drain, and sewerage systems.

1988: Intern at Mainz, Germany, construction site for DeBauSie (Deutsche Bau- und Siedlungs- gesellschaft, GMbH), West Germany's largest construction firm. Performed engineering calculations for demolition, cost, and as-built plans. Served as a general troubleshooter.

1986 - 1989: CADVANCE technician for Facilities Project Management at Stanford University. Transferred hand-drawn blueprints onto CAD, drew CAD blueprints of new buildings, operated Engineering Database (PRISM) for square footage tabulations, and wrote an informal manual of instruction for the CADVANCE system.

 

 

EDUCATION: 

Master of Science in Ocean (Coastal) Engineering from University of Hawaii at Manoa, 1993. Thesis topic was shore protection design for a university laboratory site on Coconut Island, Kaneohe, HI. These recommendations were endorsed for construction in 1994-1995. 

Bachelor of Science in Civil Engineering from UC Berkeley, 1989.
